The cups are deep enough and the bone has to have the circle to rotate before the bone can move. I had a hard time figuring it out and so has Our dog . I give it 5 stars bc it is a well-liked chew toy in my house with the dogs I have that like to chew. It seems well-made and great for cleaning teeth.
